Any industrial enterprise, regardless of the scale of production, is subject to the administrative and legal norms established by the state. The state itself is responsible for the management of industry in each country. Industry in Russia, for example, is managed by the Ministry of Industry, Science and Technology. There is also the concept of "management of local industry", which is no longer carried out by the state, but by the industrial enterprise itself. Local industry is small and medium-sized industrial enterprises, the target consumers of which are the local population. The functions of managing local industries are taken over by a special institution called the Department of Industry and Entrepreneurship, which is based in almost every region or city. The existence and development of industrial enterprises is the basis for innovation. Improving the management of innovative development of industry is due to the formation of a new effective market infrastructure, so at the moment this is an urgent issue. Innovative development largely depends on the position of the industry level at the world level. High competition, consumer decline, non-compliance of product quality with requirements, etc. can lead to a low indicator of innovative development (management, industry), Belarus, for example, is proof of this.
